Five departments have issued a guide for the standard construction of the science and technology service industry, proposing to formulate over 40 standards by 2027.

       BEIJING, Feb. 10 (Xinhua) (Zhou Yuan, Wang Shuyi) -- Reporters learned on the 10th that five departments including the Ministry of Industry and Information Technology recently jointly issued the "Guidelines for the Construction of the Standard System for the Science and Technology Service Industry (2025 Edition)", proposing that by 2027, more than 40 national and industry standards for the science and technology service industry will be newly formulated, and a standard system that meets the high-quality development of the science and technology service industry will be initially established. Standard implementation work will be carried out for more than 1,000 enterprises.

  The science and technology service industry is an emerging industry that uses modern scientific knowledge and technological means to provide intellectual services to society around the full-chain development of scientific and technological innovation and the high-efficiency transformation of scientific and technological achievements. In recent years, China's science and technology service industry has developed rapidly, with new service entities constantly emerging and service formats constantly enriching. There is an urgent need to strengthen the construction of the standard system to regulate and guide the high-quality development of the science and technology service industry.

  The guidelines clearly state that they will adhere to the principles of "systematic planning, innovation-driven, and open cooperation", coordinate the formulation, implementation, and internationalization of standards for the science and technology service industry, and propose that by 2030, more than 80 national and industry standards for the science and technology service industry will be newly formulated, and a standard system that meets the high-quality development of the science and technology service industry will be basically established, and the effectiveness of standard services for enterprises will be more prominent.

  The guidelines make a series of arrangements around three aspects: basic general standards, key area standards, and management and guarantee standards. They mainly include standardizing the concepts and definitions of relevant terms in the science and technology service industry to provide support for the formulation of other relevant standards and the conduct of standardization activities; standardizing the requirements for the process, quality, personnel qualifications, and equipment management of research and development services; and standardizing the process requirements of science and technology service institutions and individuals in data collection, processing, analysis, reporting, etc.

  In terms of organization and implementation, the guidelines clearly state that the coordinated cooperation of relevant standardization technical organizations in the science and technology service industry should be strengthened, relevant standardization technical organizations and professional institutions should be supported to carry out training, and science and technology service institutions should be supported and encouraged to participate deeply in international standardization activities.
