"Discussing Talent Development Together, Sharing an Open Future" International Talent Exchange Event Held in Qiantang | Event Frontline
On the morning of June 18th, the International Talent Exchange Event titled "Discussing Talent Development Together, Winning the Open Future Together" was held at the Comprehensive Service Port for Zhejiang Enterprises Going Global. This event was guided by the World Federation of Young Scientists and the Zhejiang Overseas Chinese Youth Federation, sponsored by the Organization Department (Talent Office) of the Qiantang District Party Committee, the District Overseas Chinese Federation, the District Human Resources and Social Security Bureau, and the District Bureau of Commerce, and hosted by the Qiantang District Construction Investment Group Co., Ltd. Representatives from relevant provincial-level units, relevant departments in Qiantang District, the China-Europe Green Technology Industry Alliance, Zhejiang Sci-Tech University, overseas student associations from multiple countries and regions, and returned overseas doctoral students participated in the event.
The event focused on international talent exchange, industrial resource connection, and innovation and entrepreneurship services. It carried out promotions around the industrial environment, talent policies, employment and entrepreneurship support, and industrial space guarantee in Qiantang District. A cooperation signing ceremony was also held between the Qiantang District Bureau of Commerce and the China-Europe Green Technology Industry Alliance to further build an exchange platform for overseas young talents to enter, understand, and choose Qiantang.
At the event site, relevant officials from Qiantang District promoted the industrial environment from three dimensions: "openness, industry, and reform." As one of the youngest main urban areas in Hangzhou, Qiantang District was formerly the Hangzhou Economic and Technological Development Zone. It has always been at the forefront of reform and opening up and is an important platform for the opening-up and development of the province and the city. Qiantang District is located in the core area of the Hangzhou Bay in the Yangtze River Delta, closely connecting important cities in the Yangtze River Delta such as Shanghai, Suzhou, and Ningbo. It has a multi-dimensional transportation network of air, rail, road, railway, and water, and benefits from the advantages of national-level open platforms such as the economic development zone, high-tech zone, comprehensive bonded area, free trade zone, and cross-border e-commerce comprehensive pilot zone.
In the policy promotion session, relevant officials from the Talent Office of the Qiantang District Party Committee mainly introduced the policies for overseas high-level talent innovation and entrepreneurship projects. These policies provide "dual-track" support for talent projects at different development stages: for early-stage projects, start-up funds and relevant subsidies can be provided through the recognition-based policy; for projects that have achieved phased progress in financing, revenue, etc., higher-level support can be provided according to grades through the evaluation-based policy, with a maximum of nearly 30 million yuan, covering start-up funds, rent subsidies, loan interest subsidies, and entrepreneurship development grants. The policy also sets a long incubation period and a promotion channel, reflecting patient support for long-cycle R & D fields such as biomedicine and integrated circuits.
Regarding the connection of overseas talent resources, the Talent Office of the Qiantang District Party Committee also introduced the "Global Talent Recruitment Partners" policy, welcoming overseas student associations, Chinese associations, university teachers, investment institutions, etc. to play a bridging role and recommend talent entrepreneurship projects in line with the industrial orientation to Qiantang. After the recommended eligible projects are implemented and receive funding, corresponding referral rewards will be given according to the project level.
Relevant officials from the Qiantang District Human Resources and Social Security Bureau introduced the personal development support and college student entrepreneurship policies, covering living subsidies for fresh graduates, rental subsidies, postdoctoral living subsidies, postdoctoral retention subsidies in Hangzhou after leaving the station, talent classification recognition, housing purchase subsidies, etc. For young talents with entrepreneurship intentions, relevant policies also include college student entrepreneurship project funding, rent subsidies for entrepreneurship venues, funding for projects from innovation and entrepreneurship competitions, and funding for high-level overseas returnees' innovation and entrepreneurship projects in Hangzhou, providing multi-dimensional support for overseas doctors and young entrepreneurs from employment, settlement to entrepreneurship and development.
Relevant officials from the Qiantang District Construction Investment Group shared about the park carriers and settlement services. As an important state-owned enterprise platform in the district, the Construction Investment Group mainly introduced space carriers such as the Eastern Bay Headquarters Building, Chuangzhi Tiandi, the Comprehensive Service Port for Zhejiang Enterprises Going Global, the Wisdom Valley, high-standard manufacturing workshops, the Qiantang Science and Technology Innovation Center, and the High-tech Innovation Park, which can meet the different needs of start-up R & D teams, headquarters economy, high-end R & D centers, and enterprises in the pilot and mass production stages. In the directions of embodied intelligence, low-altitude economy, and intelligent manufacturing, Qiantang District is providing more flexible space support for project R & D, pilot testing, and large-scale development through models such as "industrial buildings."
In addition to industrial space, Qiantang District also provides living and office services such as blue-collar apartments, high-end talent apartments, shared meeting rooms, roadshow halls, and service stations, and can provide customized support on a "case-by-case basis" for high-quality projects to help talent projects achieve "peace of mind in starting a business upon arrival."
During the event, Chen Yu, the full-time vice-chairman and secretary-general of the China-Europe Green Technology Industry Alliance, said that the alliance will take industry as the link, relying on the resources of top European academicians and experts, overseas universities, and local student associations to promote talent exchange, project docking, and industrial cooperation between China and Europe and on a global scale. In the future, the alliance will combine platforms such as the Comprehensive Service Port for Zhejiang Enterprises Going Global and the China Cooperation Center of the BRICS Special Economic Zones to further serve the introduction of overseas talents, the going global of enterprises, the connection of international innovation and entrepreneurship resources, and the exchange and mutual learning of Chinese and foreign civilizations.
Relevant officials from Zhejiang Sci-Tech University shared about the university's talent resources and cooperation opportunities, introducing the school's development history, disciplinary advantages, scientific research platforms, talent policies, and support measures for overseas young talents. As an important part of the university resources in Qiantang District, Zhejiang Sci-Tech University has distinct characteristics in fields such as textile science and engineering, materials, machinery, and software, and forms good synergy with key industrial clusters in Zhejiang Province, providing platform support for overseas young scholars to return to China for development, cooperation between schools, local governments, and enterprises, and achievement transformation.
In the exchange session, representatives from overseas student associations and doctoral students from countries and regions such as Belgium, Russia, Australia, Malaysia, Sweden, Singapore, Germany, Norway, and the United States spoke in turn, sharing their feelings and expectations about the talent policies, industrial environment, and innovation ecosystem in Hangzhou and Qiantang based on their academic backgrounds, organizational resources, and project directions.
Huang Wenping, the Belgian representative, introduced the talent resources of the Belgian doctoral team in directions such as artificial intelligence and biomedicine and shared the preliminary docking situation with relevant universities and research institutes in Zhejiang; Fu Zilei, the Russian representative, introduced the situation of the All-China Students' Association in Russia, which covers universities, serves overseas students, and connects talents in fields such as aerospace, energy technology, information technology, biotechnology, and new materials; Wei Xiaoying, the Australian representative, said that overseas young people are not only beneficiaries of international exchanges but also hope to become bridges connecting the domestic and overseas, promoting more young talents to enter, understand, and choose Hangzhou.
Lu Hongxue, the Malaysian representative, exchanged views on doctoral research in the environmental protection direction and the inspection robot project, expressing the hope to find funds, production support, and an environment for project industrialization in Hangzhou and establish a long-term docking mechanism for the Malaysian overseas student talent network; Meng Bowen, the Swedish representative, combined the Swedish innovation ecosystem and the research direction of AI for science, saying that Hangzhou has a good policy environment and innovation and entrepreneurship environment, and will actively promote the talent policies of Hangzhou and Qiantang to overseas students, scholars, and researchers in the future; Representatives from Singapore, Germany, Norway, the United States, etc. also put forward cooperation ideas in directions such as the construction of overseas student associations, talent recruitment and promotion, the return of young talents for exchanges, innovation and entrepreneurship competitions, and cooperation between foreign experts and Chinese parties.
Relevant officials from the Provincial Association for Science and Technology said in the exchange that Zhejiang is rich in university resources, science and innovation resources, and venture capital resources, making it a fertile ground for studying, starting a business, and innovation and development. They look forward to the effective implementation of the cooperation between the China-Europe Green Technology Industry Alliance and Qiantang District, and also hope that the chairmen of overseas student associations and young scholars will further play the role of a bridge and link. On the one hand, they should promote more overseas intelligence and talent projects to enter Zhejiang and Qiantang. On the other hand, they should help Zhejiang enterprises and innovation resources better "go global" to promote multi-dimensional exchanges and cooperation in science and technology innovation, industry, culture, etc.
Relevant officials from the Zhejiang Overseas Chinese Federation introduced that with the inclusion of overseas students in the service scope of the Overseas Chinese Federation, the provincial Overseas Chinese Federation will further provide employment and entrepreneurship services for returned overseas students. Among them, the "Returned Overseas Students' Wharf" platform will focus on serving the employment and entrepreneurship of returned overseas students. On the entrepreneurship side, it can rely on the roadshow resources of the Yangtze River Delta Research Institute of Tsinghua University and provincial investment institutions to provide investment and financing and settlement guidance for young projects; on the employment side, it will cooperate with the Zhejiang Talent Group to provide professional services for young talents who intend to return to China for internships and employment or engage in cross-border employment.
This event is a specific practice for Qiantang District to continuously expand international talent cooperation and improve the service level of the open platform. In the next step, Qiantang District will continue to rely on platforms such as the Comprehensive Service Port for Zhejiang Enterprises Going Global and the China Cooperation Center of the BRICS Special Economic Zones, strengthen the collaborative linkage with provincial-level departments, overseas Chinese organizations, international institutions, universities and research institutes, and industrial alliances, continuously improve the talent service system, broaden international cooperation channels, and optimize the innovation and entrepreneurship ecosystem to provide strong support for more international talents and high-quality projects to develop in Qiantang.
