On the afternoon of September 25th, at the "BRICS Special Economic Zones Dialogue" during the 4th Global Digital Trade Expo, the "Report on the Economic and Trade Cooperation and Development of BRICS Special Economic Zones (2025) - Cooperation Trends, Chinese Practices, and Future Paths" was officially released. Under the guidance of the Department of International Economic and Trade Relations of the Ministry of Commerce, the United Nations Conference on Trade and Development, the International Trade Centre (ITC), the BRICS Business Council, the United Nations Global Centre for Big Data in Statistics and Data Science, and the International Centre on Small Hydro Power (ICSHP), this report was compiled by the China Cooperation Centre for BRICS Special Economic Zones (hereinafter referred to as the BRICS Cooperation Centre) in collaboration with the Zhejiang Academy of Commerce.

This report is the first flagship achievement themed on BRICS special economic zones and released at a national-level exhibition. Compiled in both Chinese and English, the report fully reflects characteristics such as innovation, practicality, and internationalization.

Hu Zhenfang, the deputy director of the Zhejiang Department of Commerce, attended the release. She introduced the six highlights of the report and expected that the BRICS Cooperation Centre could fully leverage its platform role, continuously strengthen cooperation with international organizations, BRICS governments, and enterprises, pool efforts for the construction of the cooperation mechanism, build bridges for the coordinated development of industries, provide fertile ground for the cultivation of innovation momentum, and inject vitality into the world economic recovery.

The report points out that in the face of the rapidly evolving profound changes unseen in a century, as a multilateral international mechanism composed of multiple emerging countries, the BRICS countries always adhere to the principle of multilateralism, and its success is closely related to the word "multi": diversity lays the foundation for BRICS cooperation, multiple fields expand the space for BRICS cooperation, a multi-dimensional framework determines the path for BRICS cooperation, a colorful combination demonstrates the openness and inclusiveness of BRICS cooperation, the principle of multilateralism converges the consensus of BRICS cooperation, and the volatile world expects the stability of BRICS cooperation.

The content of the report unfolds around the logical main line of "current situation - overview - trends - practices - future" and presents six highlights.

The report points out that special economic zones generally have three major characteristics of "specific regional scope, specific policy arrangements, and specific development goals".
