Mexico to Raise Tariffs on Low-Value Chinese Goods to 33.5% in 2025

Since August 15, 2025, Mexico has raised the import tariff on parcel goods worth less than $2,500 from 19% to 33.5%. 

The new tariff mainly targets goods from countries that have not signed a free trade agreement with Mexico, especially Chinese goods. The new tariff mainly applies to goods worth less than $2,500 transported via express or parcel services (such as DHL, FedEx, or UPS). This value covers almost the vast majority of goods. According to the revised rules, a shipment worth $500 from China previously only needed to pay $95 in import tariffs, but under the new regulations, it will now have to pay $167.50 in tariffs. It's worth noting that if goods are transported via other unregistered parcel shipping methods (such as AliExpress Standard Shipping or some slower postal services), they may not be charged as much in tariffs, at least for now. 

This policy mainly affects cross - border e - commerce platforms such as Shein, Temu, and AliExpress. Due to the United States - Mexico - Canada Agreement (USMCA), the tariffs on imported goods from the United States and Canada are different: Goods worth more than $117 will continue to be taxed at a rate of 19%; goods worth between $50 and $117 will still be subject to a 17% tax rate; goods worth less than $50 will be tax - exempt. The Mexican government stated that many Chinese platforms have abused the rule that allows them to import cheap goods without paying taxes. They basically evade tariffs by under - declaring the price. Therefore, Mexico has decided to rectify the situation and raise the tariff rate.
