The United States will not cancel tariffs on Vietnam.
US Commerce Secretary Howard Lutnick said that even if Vietnam eliminates all tariffs on US goods, the United States will not lift tariffs on Vietnam because Vietnam re-exports a large amount of Chinese products to the United States. On Wednesday (June 4) local time, US Commerce Secretary Howard Lutnick attended a Senate hearing. Republican Senator John Kennedy asked Lutnick, "If Vietnam tells you tomorrow that it is willing to eliminate all tariffs and trade barriers and asks the United States to do the same, will you accept this agreement?" Lutnick replied, "Absolutely not. That would be one of the stupidest things we could do." He also said that Vietnam exports $125 billion worth of goods to the United States and imports only $125 million from the United States. More importantly, Vietnam purchases $90 billion worth of goods from China, then marks up the prices and sells them to the United States. In essence, this is a transportation route from China to the United States. As the 46% tariff looms, Vietnam is trying to avoid US tariffs through trade negotiations.
