Recently, nine departments including the Ministry of Commerce jointly issued the "Notice on Several Measures for Cultivating and Strengthening the Automobile Aftermarket Consumption" (hereinafter referred to as the "Notice"), proposing a number of policy measures to stimulate the vitality of the automobile aftermarket.
The "Notice" puts forward 17 measures in six major areas, including automobile modification, RV camping, traditional classic cars, maintenance and insurance services, automobile racing, and automobile leasing. It aims to remove restrictive measures in the automobile aftermarket, optimize the supply of products and services, cultivate new business forms of automobile consumption, create new diversified consumption scenarios, fully stimulate the development vitality of the automobile aftermarket, and better meet the multi-level and diversified automobile consumption needs of the public.
The "Notice" requires that all regions should improve the working mechanism, earnestly implement relevant measures, strengthen work guidance and resource element guarantee for relevant pilot cities, make good use of existing fiscal funding channels, and support the cultivation and creation of service consumption scenarios in the automobile aftermarket. In order to implement the deployment requirements of the "Work Plan for Accelerating the Cultivation of New Growth Points in Service Consumption" of the General Office of the State Council, remove unreasonable restrictive measures in the automobile aftermarket, cultivate new business forms, create new scenarios, stimulate the vitality of the automobile aftermarket, and better meet the diversified automobile consumption needs of the public, after consultations with the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the Ministry of Housing and Urban - Rural Development, the following measures are proposed.
I. Regulate and develop automobile modification in an orderly manner
(1) Establish and improve the management system for automobile modification.
