In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulations of the People's Republic of China on Export Control of Dual-Use Items, to safeguard national security and interests, with the approval of the State Council, it is decided to impose export control on the following items:

I. Items Related to Tunnel Boring Machines

(1) 2B906. Full-face tunnel boring machines.

a. Earth pressure balance shield machines, slurry balance shield machines and other types of shield machines (Reference HS Code: 8430313010);

b. Open-type, single-shield, double-shield rock tunnel boring machines and other types of rock tunnel boring machines (Reference HS Code: 8430313010).

(2) 2A906. Specially designed parts and components for items controlled under entry 2B906:

a. Cutterhead (Reference HS Code: 8431499910);

b. Screw conveyor (Reference HS Code: 8428310010);

c. Segment erector (Reference HS Code: 8479899959);

d. Main drive system and other key units (Reference HS Code: 8431499910).

(3) 2E906. Remanufacturing technology specially designed for controlled items under entry 2A906 or 2B906.

II. Items Related to Walking Excavators

(1) 2B904. Walking excavators with any of the following characteristics (Reference HS Code: 8429521920):

a. Maximum height of crossing vertical obstacles exceeding 1.2 m;

b. Maximum wading depth exceeding 1.5 m;

c. Maximum width of crossing trenches exceeding 3 m;

d. Maximum walking climbing gradient exceeding 40°.

Technical Note: Walking excavator refers to a mechanical equipment that realizes self-propulsion through the combined action of working devices, outriggers or wheels, so as to carry out multi-functional excavation on all kinds of general terrains.

(2) 2E904. Electro-hydraulic proportional control technology for hydraulic systems specially designed for controlled items under entry 2B904.

III. Items Related to Plateau Wet Shotcrete Machines

(1) 2B903. Plateau wet shotcrete machines used in areas with an altitude above 3000 m and with all the following characteristics (Reference HS Code: 8479109010):

a. Maximum engine power exceeding 75 kW, torque exceeding 680 N·m;

b. Maximum motor power exceeding 55 kW;

c. Feeding efficiency of the pumping system higher than 95%;

d. Air compressor displacement exceeding 15 m3/min;

e. Low-temperature hydraulic oil that can be used in hydraulic systems at -20℃.

Technical Note: Plateau wet shotcrete machine refers to the equipment that conveys mixed materials (such as concrete) to the nozzle in plateau areas, and sprays the materials to the working surface by adding compressed air and accelerating agent.

(2) 2A903. Specially designed parts and components for items controlled under entry 2B903:

a. Plateau engines with maximum power exceeding 75 kW and torque exceeding 680 N·m (Reference HS Code: 8408909240, 8408909330);

b. Engine auxiliary oxygen supply device (Reference HS Code: 8421399030);

c. Plateau motors with maximum power exceeding 55 kW (Reference HS Code: 8501520020, 8501530020);

d. Two-stage compression air compressors with displacement exceeding 15 m3/min (Reference HS Code: 8414804110);

e. Plateau chassis (Reference HS Code: 8479909030);

f. Folding boom (Reference HS Code: 8479909030).

(3) 2E903. Hydraulic and pumping technology specially designed for controlled items under entry 2B903.

Export operators that export the above-mentioned items to sensitive countries and regions where China has disputes shall apply for licenses to the competent commerce department of the State Council in accordance with the relevant provisions of the Export Control Law of the People's Republic of China and the Regulations of the People's Republic of China on Export Control of Dual-Use Items. Without licenses, they shall not export to the above-mentioned countries and regions. For exports to other countries and regions around the world, export certificates shall be obtained by registering and filling in information. Export operators and end users shall commit that they will not transfer or provide the above-mentioned items originating from China to countries and regions where China has disputes without licenses. Organizations and individuals outside China shall not transfer or provide the above-mentioned items originating from China to sensitive countries and regions where China has disputes without licenses.

Export operators shall be responsible for the authenticity of the declared commodities, strengthen the identification of export items. For items under control, it is necessary to mark "belonging to dual-use items" in the remarks column of the customs declaration form and list the export control codes of dual-use items; for items not under control but close in parameters, indicators, performance and other aspects, it is necessary to mark "not belonging to controlled items" in the remarks column of the customs declaration form and fill in the specific parameters and indicators. Where the completeness, accuracy or authenticity of the above filled information is in doubt, the customs will raise queries in accordance with the law, and the export goods will not be released during the query period.

This Announcement shall come into force officially on November 18, 2026. The List of Export Controlled Dual-Use Items of the People's Republic of China shall be updated simultaneously.
