Zhejiang has organized overseas investment activities, and the Provincial Department of Commerce has launched three service initiatives.

On the morning of July 17, the Provincial Department of Commerce, together with the Provincial Overseas Investment Enterprise Association and Bank of China Zhejiang Branch, held the activity themed "Focus on New Rules, Empower Enterprises' Overseas Investment". Relevant principals from China International Investment Promotion Agency, the Provincial Department of Commerce and Bank of China Zhejiang Branch attended the event, and nearly 200 people from relevant departments and institutions including the Provincial Department of Justice and the State Administration of Foreign Exchange, as well as various enterprises, participated in the activity.

China International Investment Promotion Agency carried out a comprehensive and in-depth interpretation of the background and connotation of the "Provisions of the State Council on Overseas Investment" (State Council Order No. 837, hereinafter referred to as the "Provisions"). In addition, the Foreign Economic and Trade Cooperation Bureau of the Provincial Department of Commerce focused on the issues that enterprises care about, and introduced in detail the process of the overseas investment filing and approval system, key points of application and practical regulatory specifications. Bank of China Zhejiang Branch specially shared knowledge related to exchange rate risk hedging for enterprises' cross-border operations, jointly building solid professional support for enterprises to guard against cross-border financial risks.

In the next step, the Provincial Department of Commerce will further implement all the deployment requirements of the "Provisions", and continuously deepen the work of overseas investment services and supervision: First, improve the service system and gather high-quality foreign-related resources. We will weave a dense offline service network, extend the coverage of domestic service points to key counties and urban areas in depth, and steadily expand overseas service stations abroad; further coordinate the foreign-related service matters of various provincial departments to form work synergy, and link high-quality resources from the Yangtze River Delta, Beijing-Tianjin-Hebei region and Guangdong-Hong Kong-Macao Greater Bay Area to expand the resource pool. Second, optimize filing services to improve quality and efficiency to help enterprises go global. We will steadily promote the "one-window acceptance" work, standardize handling standards, shorten the handling time limit, and ensure that enterprises' overseas investment businesses are completed in a compliant and efficient manner; fully promote the "one-window acceptance" system, continuously optimize the operation interface, and improve the use experience of enterprises. Third, carry out precise hierarchical publicity and implementation to promote the new regulations to be directly delivered to the target parties. Focusing on key prefecture-level cities, key industrial parks, leading enterprises going global and small and medium-sized foreign-related enterprises, we will regularly carry out activities such as special interpretation sessions, on-site guidance and symposium exchanges, to provide targeted solutions to practical problems of enterprises in overseas investment filing, compliant operation, risk prevention and control and other aspects.
