The event themed "Focus on New Regulations, Empower Enterprises' Overseas Investment" was successfully held in Hangzhou.
On the morning of July 17, Zhejiang Provincial Department of Commerce, in conjunction with Zhejiang Provincial Overseas Investment Enterprises Association and Bank of China Zhejiang Branch, hosted the "Focus on New Regulations, Empower Enterprises' Overseas Investment" Event. Relevant officials from China International Investment Promotion Association, Zhejiang Provincial Department of Commerce and Bank of China Zhejiang Branch attended the event, and nearly 200 representatives from relevant departments and institutions including Zhejiang Provincial Department of Justice and State Administration of Foreign Exchange, as well as enterprises, participated in the activity.
China International Investment Promotion Association provided a comprehensive and in-depth interpretation of the background and connotation of the "Provisions of the State Council on Overseas Investment" (State Council Order No. 837, hereinafter referred to as the "Provisions"). In addition, the Foreign Economic and Trade Cooperation Bureau under Zhejiang Provincial Department of Commerce focused on issues of concern to enterprises, and elaborated on the procedures for the overseas investment filing and approval system, key points for application, and practical regulatory specifications. Bank of China Zhejiang Branch shared targeted knowledge related to exchange rate risk hedging for enterprises' cross-border operations, jointly building solid professional support for enterprises to carry out overseas investment steadily and prevent cross-border financial risks.
In the next step, Zhejiang Provincial Department of Commerce will further implement all the deployment requirements of the "Provisions", and continue to deepen the work of overseas investment services and supervision: First, improve the service system and gather high-quality foreign-related resources. We will build a dense offline service network, extend domestic coverage to key counties and urban areas in depth, and steadily expand overseas service points; further coordinate foreign-related service matters of all provincial departments to form work synergy, and link high-quality resources from the Yangtze River Delta, Beijing-Tianjin-Hebei region and Guangdong-Hong Kong-Macao Greater Bay Area to expand the resource pool. Second, optimize filing services to improve quality and efficiency and help enterprises go global. We will steadily promote the "One-window Acceptance" work, standardize handling standards, shorten processing time limits, and ensure that enterprises' overseas investment businesses are completed in a compliant and efficient manner; fully promote the "One-window Acceptance" system, continuously optimize the operation interface, and improve the user experience of enterprises. Third, carry out targeted hierarchical publicity and implementation to ensure the new regulations are delivered directly to the targeted parties. Focusing on key prefecture-level cities, key industrial parks, leading overseas-oriented enterprises and small and medium-sized foreign-related enterprises, we will regularly carry out special interpretation sessions, on-site guidance, symposium exchanges and other activities to provide targeted solutions to practical problems of enterprises in overseas investment filing, compliant operation, risk prevention and control and other related aspects.
