Ministry of Commerce Announcement No. 28 of 2026: 20 Japanese entities added to watchlist

According to relevant provisions of laws and regulations such as the "Export Control Law of the People's Republic of China" and the "Regulations of the People's Republic of China on the Export Control of Dual - Use Items", it is decided to include 20 Japanese entities, such as Mitsui E&S Co., Ltd., whose end - users and end - uses of dual - use items cannot be verified, in the attention list (see the attachment).

When exporting dual - use items to the above - mentioned entities, export operators shall not apply for general licenses or obtain export vouchers by registering and filling in information. When applying for individual licenses, they shall submit a risk assessment report on the entities included in the attention list and provide a written commitment that the dual - use items will not be used for any purpose that contributes to enhancing Japan's military strength. The license review period is not limited by the period specified in Paragraph 1, Article 17 of the "Regulations of the People's Republic of China on the Export Control of Dual - Use Items".

The Ministry of Commerce will conduct stricter end - user and end - use reviews on the export of dual - use items to the entities on the attention list. Exports involving Japanese military users, military uses, and any other end - user uses that contribute to enhancing Japan's military strength will not be approved.

Entities included in the attention list can apply to be removed from the attention list if they fulfill the obligation to cooperate with verification in accordance with Article 26 of the "Regulations of the People's Republic of China on the Export Control of Dual - Use Items". After verification by the Ministry of Commerce, they can be removed from the attention list.

This announcement shall come into force as of the date of publication.
