Notice on Matters Concerning Inbound Duty-Free Shops at Ports

People's Governments of Inner Mongolia Autonomous Region, Jilin Province, Heilongjiang Province, Shanghai Municipality, Jiangsu Province, Ningbo City, Fujian Province, Xiamen City, Shandong Province, Qingdao City, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Shenzhen City, Guangxi Zhuang Autonomous Region, Hainan Province, Sichuan Province, and Guizhou Province:

　　To further leverage the role of duty-free shops in boosting consumption, with the approval of the State Council, the following notice is hereby issued regarding matters such as the establishment of inbound duty-free shops at ports:

　　1. One new inbound duty-free shop will be established at each of the 41 ports, including Wuhan Tianhe International Airport (serial numbers 1 - 41 in the "List of Ports Where Inbound Duty-Free Shops Will Be Established" attached to this notice). Among them, after the establishment of the inbound duty-free shop at Hengqin Port, inbound residents from Macao are allowed to purchase a certain quantity (within RMB 15,000) of duty-free goods at this port's inbound duty-free shop.

　　2. Inbound duty-free shops will continue to be established at 11 ports, including Haikou Meilan International Airport and Shekou Cruise Center (serial numbers 42 - 52 in the "List of Ports Where Inbound Duty-Free Shops Will Be Established" attached to this notice).

　　3. The establishment of inbound duty-free shops at 3 ports, including Qingdao Liuting International Airport, Guangzhou East Railway Station, and Jiangmen Port, will be stopped. After the passenger routes at Xiamen Gaoqi International Airport are transferred to Xiamen Xiang'an International Airport, the establishment of the inbound duty-free shop at Xiamen Gaoqi International Airport Port will be stopped.

　　4. Relevant departments of the people's governments of the provinces (autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan) where the inbound duty-free shops at ports are located should guide the tenderers or port owners to implement matters such as tendering and bidding in accordance with relevant laws and regulations, such as the "Law of the People's Republic of China on Tendering and Bidding", the "Interim Measures for the Administration of Inbound Duty-Free Shops at Ports" (Cai Guan Shui [2016] No. 8), and the "Notice of the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Taxation Administration on Printing and Distributing the Supplementary Provisions of the Interim Measures for the Administration of Inbound Duty-Free Shops at Ports" (Cai Guan Shui [2018] No. 4). The local supervision bureaus of the Ministry of Finance should perform their administrative supervision duties over tendering and bidding activities in accordance with the law. Companies eligible to participate in the bidding are enterprises with duty-free product operation qualifications approved by the State Council, including: China Duty Free Group Co., Ltd., Shenzhen State-owned Duty Free Goods (Group) Co., Ltd., Zhuhai Duty Free Enterprise Group Co., Ltd., China National Service Corporation for Overseas Chinese Affairs, China CTS Asset Management Co., Ltd., and Wangfujing Group Co., Ltd.

　　5. The people's governments of the provinces (autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan) where the inbound duty-free shops at ports are located should earnestly assume the main responsibility, strengthen overall coordination, improve the comprehensive management mechanism in their regions, prevent acts that disrupt the market operation order, such as the illegal resale of duty-free goods, coordinate and do a good job in the comprehensive management of anti-smuggling, and effectively prevent and control the smuggling risk of duty-free goods.
