Recently, the National Steering Committee for the Development of the Semiconductor Industry of Vietnam has instructed the Ministry of Industry and Trade to take the lead and coordinate with other ministries to ensure a stable power supply for the semiconductor industry, giving priority to clean energy. The ministry has also proposed a favorable electricity price mechanism for chip manufacturing plants and will submit a report to the Prime Minister in the third quarter of 2025. In addition, the ministry must review and revise the regulations on direct power purchase agreements (DPPA), renewable energy, and self - generation and self - use of electricity, and submit a report on these matters by August 2025.
These instructions were issued in Notification No. 439/TB - VPCP released by the Government Office on August 22, 2025, outlining some of the decisions made at the meeting of the National Steering Committee. The notification requires ministries, industries, and local governments to actively formulate or propose policies to support the development of semiconductor industry enterprises and attract investment, actively address enterprises' concerns, and coordinate with scientific research institutions, universities, and relevant stakeholders to effectively implement local initiatives. The task of the Ministry of Finance is to continue to attract foreign investment in the semiconductor industry, giving priority to projects with advanced, high - tech, clean technologies, modern governance, high added value, and integration into the global production and supply chains.
The Ministry of Science and Technology will take the lead in reviewing and accelerating the implementation of the "Semiconductor Industry Development Strategy towards the Vision of 2030 and 2050". The Ministry of Science and Technology will also coordinate with the Ministry of Finance, the Ministry of Justice, the Ministry of Home Affairs, and other agencies to propose and issue development policies for the industry and submit a report to the Prime Minister in the fourth quarter of 2025. The Ministry of Foreign Affairs of Vietnam will strengthen international cooperation in the semiconductor field, mobilize human resources for training, and promote Vietnam to become an important destination for the semiconductor industry.
