The Ministry of Commerce has announced the relevant information on the China-U.S. Trade Council and the reciprocal "30 billion vs 30 billion" tariff
In May 2026, the heads of state of China and the United States met in Beijing and agreed to establish an intergovernmental trade council between the two sides. From September 20 to 23, China and the United States held the 8th round of economic and trade consultations in New York and Washington, the United States, and reached consensus on the working procedures of the China-US Trade Council, the responsibility document for the "30 billion to 30 billion" reciprocal tariff reduction framework, and the list of products subject to tariff reduction.
In accordance with the working procedures, the mandate of the Trade Council is to optimize bilateral trade, and arrangements for optimizing bilateral trade and issues affecting trade will be discussed. It is believed that the Trade Council will provide an important platform and institutional guarantee for China and the United States to continuously expand the list of cooperation and shorten the list of issues in the economic and trade field, and contribute to the constructive, strategic and stable relationship between China and the United States.
China and the United States have reached a consensus on the US$30 billion reciprocal tariff reduction framework under the framework of the Trade Council. The two sides have agreed to grant tariff reduction treatment on a reciprocal basis to imported products with a scale of about US$30 billion each (referring to the bilateral trade volume in 2024), on the premise of complying with their respective domestic laws and procedures. For more than 90% of the products, all mutually imposed additional tariffs will be exempted, and most-favored-nation tariff treatment will be applied.
Based on their respective market needs and industrial interests, the two sides have agreed on the list of products for reciprocal tariff reduction. The US side will reduce tariffs on about US$30 billion of imported goods from China, including toys, household appliances, baby products, kitchen and bathroom supplies, and holiday gifts. The Chinese side will reduce tariffs on about US$30 billion of imported goods from the United States, including agricultural products, personal care products, medical devices, and coal. The two sides have agreed to jointly release their respective lists of products subject to tariff reduction. Subsequently, the two sides will implement the tariff reductions simultaneously after fulfilling their respective relevant domestic legal procedures. This arrangement is conducive to stabilizing China-US trade, creating favorable conditions for the export of relevant Chinese products to the United States, also conducive to meeting domestic market demand, and strengthening trade cooperation between the two sides in agriculture, energy, manufactured goods, consumer goods and other fields.
The two sides agreed to set up an agricultural working group under the Trade Council to discuss relevant topics including regulation and market access, address trade concerns, and expand pragmatic cooperation in the agricultural field. The agricultural working group plans to hold its first meeting before the end of 2026. The Chinese side will continue to promote the US side to address China's concerns in the agricultural field through the working group meetings.
