Several Policies on Promoting High-Quality Economic Development

(2026 Version)

To thoroughly implement the spirits of the economic work conferences of the Central Committee, Zhejiang Provincial Party Committee, Hangzhou Municipal Party Committee, and the 14th Plenary Session of the 1st Qiantang District Party Committee, to drive the economy toward new growth and better performance, in accordance with the spirits of documents including the *Notice of the People's Government of Zhejiang Province on Issuing the Several Policies on Promoting High-Quality Economic Development (2026 Version)* (Zhejiang Provincial Government Document [2026] No.6) and the *Notice of the People's Government of Hangzhou on Issuing the Several Policies on Promoting High-Quality Economic Development (2026 Version)* (Hangzhou Municipal Government Letter [2026] No.11), and combined with the actual conditions of our district, the following policies are formulated.

I. Deepen the Integrated Reform and Development of Education, Science and Technology, and Talents (Led by the District Bureau of Economy, Information Technology and Science and Technology)

Thoroughly implement the development strategy of "Building a Strong District through Innovation", improve the mechanism for investment in scientific and technological innovation, optimize fiscal policies for science and technology investment, and keep the intensity of R&D investment of the whole society ranking top 2 in Zhejiang Province. In 2026, the district fiscal budget arranges 830 million yuan for this purpose.

(1) Consolidate the dominant position of enterprises in scientific and technological innovation. Implement the "Runmiao Plan" to provide companion-style support for the high-quality development of technology-based start-ups, and build a gradient cultivation system for science and technology enterprises. Provide supporting support for "high-potential seedling" enterprises, first-time recognized "New Eaglet" enterprises, and first-time recognized and re-recognized high-tech enterprises. Support all types of enterprises to increase R&D investment, fully promote the increase of the proportion of R&D investment in industrial enterprises above designated size, and give a maximum reward of 5 million yuan to enterprises whose recognized increment or total R&D expenditure reaches a certain scale. Strengthen the cultivation of R&D institutions, and give certain rewards to newly recognized municipal-level and above enterprise R&D institutions, enterprise technology centers, key laboratories, engineering research centers, etc. Support the co-construction of R&D institutions, and give subsidies by category and tier. (2) Smooth the transformation chain of scientific and technological achievements. Accelerate the construction of the innovation ecosystem around the university town, improve the "1+6+X" technology transfer service system, promote the construction of the national pilot zone for strengthening intellectual property rights, concept verification centers, and pilot test platforms, strive to build national and provincial-level concept verification centers and pilot test platforms, support the joint layout and construction of concept verification centers and provincial key laboratories, give subsidies according to regulations for successfully established projects, and give supporting subsidies for municipal-level recognized concept verification centers and municipal pilot test platforms. Support the district-university co-construction of innovation incubation carriers and high-end R&D platforms, and give a maximum of 5 million yuan in rent and R&D subsidies. Encourage teachers, students and alumni to innovate and start businesses, and support the transformation of scientific and technological achievements of universities in the district. Support the development of district-university alliances, high-end R&D platforms and market-oriented technology transfer institutions. (3) Support high-level sci-tech innovation platforms to enhance capabilities and achieve peak performance. Implement the "Partnership Plan" for sci-tech innovation platforms, sci-tech finance empowerment plan, sci-tech innovation and industry-creation integration plan, and achievement transformation acceleration plan, to improve the construction quality and efficiency of high-level sci-tech innovation platforms. Give corresponding supporting support to recognized national and provincial-level manufacturing innovation centers and their sub-centers respectively. Support the construction of industrial intellectual property operation centers, and give subsidies to the construction and operation parties of recognized national and provincial-level centers. (4) Support original innovation and tackling of key core technologies. Implement the collaborative tackling mechanism of "enterprises raise problems, governments assist in solving problems, platforms answer problems, workshops verify problems, and market evaluates results", support various innovation entities including enterprises, universities and research institutes to undertake more than 20 national key R&D projects, provincial "Double Top & Double Lead + X" major sci-tech projects, and municipal key scientific research projects, ensure that the proportion of key R&D projects led or participated by enterprises is not less than 80%, and achieve more than 2 major sci-tech results that support the development of new quality productive forces. Give supporting subsidies to municipal-level competitive projects implemented by enterprises as the main body, enterprises undertaking national and provincial key scientific research tasks, and major projects organized and implemented through independent design and the "open bidding for top experts" method. Support the construction of innovation consortia, and give joint support in accordance with regulations for major sci-tech projects implemented by provincial-level innovation consortia that can deliver landmark results. Encourage enterprises to take the lead in or participate in the formulation and revision of international and national standards, and give subsidies to enterprises that take the lead in formulating and completing the release of international and national standards. Encourage young talents from scientific research institutes to actively apply for the "Highland Barley" and "New Seedling" projects, and actively strive for provincial fiscal subsidies. (5) Optimize talent introduction, cultivation and support policies. Implement the "Xingchao Navigation" action, introduce a number of high-precision, cutting-edge and future industrial projects led by high-level talents worldwide, with strong scientific and technological attributes, high quality and efficiency, and great driving effect. Deepen the mechanism of "enterprise recognition, government recognition and commitment", build and improve a three-dimensional talent evaluation mechanism, make full use of the municipal-level authorized high-level talent recognition quotas, optimize and improve the talent evaluation mechanism for biomedicine and semiconductor industries, focus on the needs of future industrial development and emerging technology-based enterprises, and explore the implementation of district-level authorized talent recognition. Accelerate the construction of the pilot for the "Trinity, Two New Integrations" talent development innovation unit in the biomedicine industry, and promote the exchange and sharing of talents. Increase the intensity of industrial talent introduction and cultivation, and cultivate more than 20 outstanding engineers and more than 60 digital technology engineers. Actively explore the two-way flexible flow of talents between schools and enterprises, deepen the "Doctors Enter Enterprises" action, implement the "Industrial Tutors Enter Schools" action, form a team of "Vice Presidents of Science and Technology", and give certain rewards to talents who meet the requirements. (6) Build an artificial intelligence innovation highland. Support model R&D, encourage enterprises, universities and research institutes to carry out general large model R&D, and give certain R&D subsidies after recognition. Focus on five major fields of manufacturing, education, medical care, urban governance and government services, support enterprises and public institutions in all industries to actively publish scenario demands, and give rewards to national and provincial-level recognized artificial intelligence demonstration projects and provincial artificial intelligence application benchmark enterprises. Build an artificial intelligence industrial ecological innovation space, and support the establishment of municipal-level artificial intelligence benchmark industrial parks. Encourage enterprises to increase market promotion, and provide a maximum subsidy of 3 million yuan for R&D and promotion of annual hit smart hardware products and industry exchange activities. Implement inclusive computing power supply, support enterprises to purchase intelligent computing services in accordance with laws and regulations through "computing power vouchers", and give support to computing power procurement projects that meet performance standards and have outstanding application effects. Support the construction of enterprise data sets, and reduce the cost of corpus use. Enhance diversified financing guarantees, and give rewards to artificial intelligence enterprise projects with substantial investment and outstanding growth according to the proportion of financing amount after recognition. Accelerate the construction of intelligent connected application demonstration zones, support the operation of unmanned and intelligent vehicles, and provide a maximum subsidy of 10 million yuan. Support the development of intelligent connected real vehicle tests, and provide a maximum annual subsidy of 1 million yuan for a single enterprise. Support the innovation of enterprise operation modes, and support the construction of public platforms for data management and intelligent connection. (7) Strengthen sci-tech financial support. Give full play to the leading and leveraging role of the district industrial fund, guide social capital to invest in early-stage, small-scale, long-term and hard technology projects. Explore the establishment of Qiantang District early-stage investment fund, introduce the resources of the municipal-level Runmiao Fund, and actively innovate the investment mechanism. Promote the insurance business for first-set (set) products, first-batch materials, and first-version software, innovate insurance products such as R&D expense loss insurance, concept verification insurance, pilot test insurance, sci-tech achievement prior-use and post-transfer insurance, and overseas intellectual property infringement insurance, and assist the municipal level to explore the joint underwriting "co-insurance" mode. Continuously promote the "Zhejiang Sci-Tech Joint Loan" service innovation mode, and give loan discount subsidies in accordance with regulations. Support technology-based enterprises to speed up access to the new listing rules of the Sci-Tech Innovation Board and ChiNext, and support sci-tech enterprises that break through key core technologies to make good use of the "green channel". Deepen the "Enterprise Innovation Loan" to promote the continuous release of the efficiency of the innovation point system. Explore the "patent + equity warrant" mechanism, and deepen the construction of the intellectual property accelerator for sci-tech enterprises to be listed. II. Accelerate the Development of Advanced Manufacturing Industry (Led by the District Bureau of Economy, Information Technology and Science and Technology)

Fully integrate into the provincial "415X" advanced manufacturing cluster, fully undertake the construction of the municipal "296X" advanced manufacturing cluster, firmly adhere to the development strategy of "Building a District through Industry", and accelerate the construction of key industrial clusters of "Automobile, Medicine, Chip, Chemical and Intelligent". In 2026, the district fiscal budget arranges 750 million yuan for this purpose.

(8) Enhance the competitiveness of new quality productive forces industry tracks. Focus on the five leading industries, for projects that meet the leading industry orientation, have strong innovation capabilities and industrial leading roles, give diversified policy support including fixed investment subsidies, R&D fund subsidies, rent subsidies, and bank loan discount subsidies according to the investment scale, innovation capability, technological breakthrough and demonstration leadership, to accelerate the improvement of the development competitiveness of industrial clusters. Expand the advantages of future industries such as aerospace, synthetic biology and low-altitude economy, give a maximum reward of 6 million yuan to enterprises of aircraft, parts and subsystems that obtain CAAC and international airworthiness certification, give a maximum subsidy of 2 million yuan for a single synthetic biology applied product, give a 1:1 supporting subsidy according to the municipal policy for enterprises that are selected as typical application scenario cases of low-altitude economy by the municipal transportation department; implement the special financial incentive policy for provincial-level future industry pilot zones, and build well the future industry pilot zones for synthetic biology, embodied intelligence, etc. Deepen the construction of the marine intelligent equipment pilot test base to boost the high-quality development of the marine economy. Support the use of newly added construction land indicators and stock real estate resources for the construction of emerging and future industrial projects. (9) Support the construction of low (zero) carbon parks. Optimize the industrial structure and energy structure, promote the application of green and low-carbon advanced technologies, build a national-level green and low-carbon industrial park, and strive to build a national-level zero-carbon park. Give rewards to recognized national-level green and low-carbon parks, provincial-level and above green factories, and provincial-level zero-carbon (near-zero carbon) factories. Promote enterprises to reduce pollution and consumption, encourage the implementation of energy-saving transformation, photovoltaic power generation and energy storage projects, and pollution prevention and control technology upgrading projects, and give rewards to enterprises that meet the conditions. Make full use of the national large-scale equipment renewal policy. Encourage enterprises to implement technological transformation, and give subsidies to qualified technological transformation projects. Give play to the guiding role of financial instruments, increase support for manufacturing credit loans and medium and long-term loans, and actively use financial leasing instruments to support equipment renewal. Make good use of the re-loan for sci-tech innovation and technological transformation. Implement more than 50 key technological transformation projects in the manufacturing industry and 150 technological transformation projects for industrial enterprises, and strive for superior-level subsidy support for demonstration projects of production and manufacturing mode transformation (equipment renewal in the industrial field). (10) Promote artificial intelligence to empower new-type industrialization. Focus on directions such as AI chip design, edge computing power, and industrial algorithm optimization, build a chip verification platform, an algorithm test platform and a smart manufacturing model factory, and promote the implementation of AI in typical scenarios such as industrial vision, predictive equipment maintenance, and intelligent quality inspection. Give a maximum financial reward of 5 million yuan to the demonstration applications and solutions of artificial intelligence large models in the subdivided fields of manufacturing. Give a maximum one-time reward of 500,000 yuan to enterprises that obtain the Data Management Capability Maturity Model Integration (DC-MM) qualification for the first time. Select a certain number of artificial intelligence empowerment scenarios for pilot industries, and give a subsidy of 50% of the AI service contract amount, with a maximum subsidy of 1 million yuan for a single scenario. (11) Support enterprises to accelerate the integration of digital and real economy. Vigorously cultivate and expand industrial clusters such as visual intelligence, artificial intelligence, high-end software, and integrated circuits. Promote the innovative development of industrial Internet in our district, give rewards to newly recognized provincial-level industrial Internet platforms, and support enterprises to apply for demonstration projects of production and manufacturing mode transformation (digital transformation of manufacturing industry). Give tiered rewards to qualified national leading-level smart factories, national excellent-level smart factories, provincial-level future factories, and municipal-level "AI Factories". Support the development of digital engineering service institutions, and give tiered rewards to the construction and operation companies included in the provincial-level industrial brain pilot according to the annual evaluation results. (12) Support the high-quality development of enterprises. Thoroughly implement the "Xinghe Plan" to do a good job in gradient cultivation of enterprises. Maintain sufficient and appropriate supply of financial factors, deepen the enterprise innovation point loan, promote the steady and moderate decline of the comprehensive social financing cost, and strive to achieve no-principal-renewal loans of more than 5 billion yuan and reduce the burden of market entities by 6 billion yuan. Support qualified enterprises to issue bonds for financing, and expand the scale of green, sci-tech innovation and other bonds. Give rewards to first-time recognized "specialized, refined, differential and innovative" small and medium-sized enterprises and specialized, refined, differential and innovative "little giant" enterprises, and strive to add 10 new specialized, refined, differential and innovative "little giant" enterprises. Support industrial enterprises to be included in the statistical scope of enterprises above designated size, and give rewards to enterprises that become above designated size for the first time. Fully promote the action of strengthening enterprises and industrial chains through quality improvement, and support more than 30 enterprises to introduce advanced quality management methods. Improve the cultivation mechanism of technology-based enterprises, and strive to add new technology leading enterprises to the cultivation database. Give financial subsidies to qualified first-set (set) products and first-batch new materials. III. Promote the Expansion and Quality Improvement of the Service Industry and the Transformation and Upgrading of Consumption (Led by the District Development and Reform Bureau)

Vigorously promote the expansion and quality improvement of the service industry, promote the high-quality development of producer services, thoroughly implement the policies to boost consumption, and promote the transformation and upgrading of consumption. In 2026, the district fiscal budget arranges 150 million yuan for this purpose.

(13) Promote the transformation and upgrading of consumption with greater efforts. Make good use of the relevant policies of the municipal-level "New E-Commerce Capital" construction, and continue to support the development of new models such as instant consumption. Implement the *Three-Year Action Plan of "Trendy Enjoy Life · Quality New District" (2025-2027)*, promote the upgrading of the "dual-core" commercial pattern of Jinsha Lake and Dongsha Lake, and continuously highlight the smart business district of Jinsha Lake. Support the development of the first-store economy toward internationalization, high-end and branding, add 50 new first stores and characteristic stores of various types throughout the year, and support the "immediate purchase and immediate refund" of departure tax refund.
