Xinhua News Agency, Beijing, December 24, 2025 Premier of the State Council Li Qiang presided over the State Council executive meeting on December 23, deliberated and adopted the Opinions on Strictly Regulating Administrative Inspections Involving Enterprises, deployed measures to deepen the reform of drug and medical device regulation and promote high-quality development of the pharmaceutical industry, studied work related to strengthening whole-chain food safety supervision, heard a report on the establishment of an incentive and constraint mechanism for transfer payments to promote high-quality development, and deliberated and adopted the Provisions of the State Council on Regulating the Services Provided by Intermediary Institutions for Companies' Public Offering of Stocks (Draft).

The meeting pointed out that administrative inspections involving enterprises are an important way for administrative law enforcement entities to perform administrative management duties, with the original intention of standardizing and guiding enterprises to operate in accordance with the law. However, in practice, arbitrary and improper administrative inspections involving enterprises in some localities and departments occur from time to time, which undermines the normal production and operation of enterprises and the improvement of the business environment. We shall focus on stabilizing market expectations and improving the level of law-based administration, strictly standardize administrative inspections involving enterprises, set the frequency reasonably, grasp the intensity properly, strive to improve the accuracy, and make sure that no duties are left unfulfilled and no overstepping of authority occurs. We shall clarify the entities conducting administrative inspections, sort out and publicize administrative inspection items, and curb arbitrary inspections from the source. We shall reasonably determine inspection methods, strictly enforce inspection standards and procedures, strengthen supervision over administrative inspection law enforcement, reduce the frequency of in-enterprise inspections, and put an end to arbitrary inspections. We shall take standardizing administrative inspections as an important part of the special campaign to standardize law enforcement related to enterprises next year, promptly solve prominent problems that have drawn strong public complaints, increase the investigation and punishment of arbitrary inspections, and strictly hold relevant accountable parties responsible.

The meeting pointed out that we shall deepen the reform of the whole process of drug and medical device regulation, build a globally competitive innovation ecosystem, promote China's transformation from a large pharmaceutical country to a strong pharmaceutical country, and better meet the people's demand for high-quality drugs and medical devices. We shall increase support for R&D and innovation of drugs and medical devices, give play to the leading role of standards, and actively promote the use of innovative drugs and medical devices. We shall improve the quality and efficiency of review and approval, speed up the approval and marketing of clinically urgently needed drugs and medical devices, and reduce or exempt clinical trials for eligible innovative drugs and medical devices for rare diseases. We shall improve the compliance level of the pharmaceutical industry with efficient and strict supervision, and support the pharmaceutical industry to expand opening-up and cooperation. We shall follow up on policies in medical insurance, medical services, pricing and other areas in a timely manner, and make concerted efforts to promote high-quality development of the pharmaceutical industry.

The meeting pointed out that food safety concerns the health and life safety of the people. We shall adhere to strict prevention at the source, strict process management, and strict risk control, strengthen daily supervision, effectively improve the capacity and level of whole-chain supervision, and firmly hold the bottom line of food safety.

The meeting pointed out that we shall give play to the guiding role of transfer payments in local high-quality development, and arrange incentive funds to favor regions with large tax contributions and relatively fast income growth. We shall promote the implementation of the mechanism in a scientific and standardized manner, encourage all localities to cultivate tax sources through high-quality development, and enhance the initiative of local development and fiscal sustainability.

The meeting deliberated and adopted the Provisions of the State Council on Regulating the Services Provided by Intermediary Institutions for Companies' Public Offering of Stocks (Draft), stressing that we shall give full play to the "gatekeeper" role of intermediary institutions in the capital market, prevent improper interest bundling between intermediary institutions and issuers, severely crack down on illegal acts such as financial fraud and fraudulent issuance, effectively protect the legitimate rights and interests of investors, and promote the healthy and stable development of the capital market.
