On the afternoon of August 5, under the guidance of the Department of Commerce of Zhejiang Province, the "Set Sail from Zhejiang" Malaysia International Cooperation Matchmaking Conference, hosted by the Business Bureau of Qiantang District and Zhejiang Enterprises Global Expansion Comprehensive Service Port and undertaken by Dongli International, was held in Wisdom Valley of Qiantang District. This is also another country-specific matchmaking event of the "Set Sail from Zhejiang" global expansion service series brand this year.
At the event, more than 30 representatives of Zhejiang enterprises gathered together. During the three-hour exchange covering policy interpretation, enterprise demands, production capacity landing and cross-border risk control, many pending problems gradually got clear solutions.
In the opening address, Li Jun, Deputy Director of the Qiantang New Area Management Committee, Member of the Leading Party Members' Group of the District Government and Vice District Mayor, outlined Qiantang's open pattern and solid foundation for global expansion from three dimensions. First, the BRICS platform has been upgraded in operation level, with a total of 6372 person-times of visiting guests received; second, the global expansion service system has taken shape, and Zhejiang Enterprises Global Expansion Comprehensive Service Port has gathered more than 40 institutions and served nearly 900 enterprises; third, the advantages of "five zones integrated as one" are superimposed, the total industrial output value of enterprises above designated size exceeded 400 billion yuan in 2025, and the import and export volume to BRICS countries increased by 20.54% year on year.
This matchmaking conference specially invited Savadi, Investment Consul of the Investment Department of the Consulate General of Malaysia in Shanghai and Director of the Shanghai Office of the Malaysian Investment Development Authority, to give a special presentation. According to the introduction, the total approved investment in Malaysia reached 426.7 billion ringgit in 2025, with foreign investment accounting for 48.5%. Relying on the ASEAN market of 680 million people and 18 trade agreements, it can radiate 4.3 billion target markets around the world. The investment official Wan Dewei then interpreted Malaysia's business-friendly investment policies, new tax incentive framework, talent resources, engineering support industry, investor visa and other relevant content, providing a clear direction for enterprises to accurately explore the Malaysian market.
The matchmaking session is the highlight of this event. More than 30 enterprises sat around the table and had in-depth exchanges on specific issues concerning investment in Malaysia.
One robot manufacturing enterprise is concerned about whether the automation level of Malaysia's manufacturing industry is sufficient and whether there is a market for humanoid robots. Savadi explained that Malaysia is currently comprehensively promoting the upgrading of its manufacturing industry, and the humanoid robot sector is still in the early stage. Making early layout will bring first-mover advantages, and relevant projects involving R&D and talent cultivation can also apply for preferential policies.
One enterprise engaged in automobile warranty services wants to build a central warehouse for new energy vehicle spare parts in Malaysia to replicate its domestic TPA model there. Savadi said there are no policy barriers for this model, and relevant parties can help connect with the automotive industry association and local maintenance service providers later to accelerate the construction of the service network.
One enterprise operating in the low-altitude economy sector brought a complete set of vocational education solutions for drones, aiming to export courses and practical training equipment to Malaysia. Savadi said that Malaysia is promoting the delivery of medical supplies by drones in remote areas, and relevant parties can help connect with the education department and local colleges and universities later.
In addition, enterprises engaged in photovoltaic, eco-friendly packaging, brand global expansion and other fields all came with their own questions, ranging from foreign equity ratio to tax incentives, from park site selection to employment policies.
