Promoting the high-quality development and high-level global expansion of the "New Three Treasures" of Hangzhou's culture

On July 10, the Hangzhou Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) held a special consultation meeting themed "Consultation Invites You: Promoting High-Quality Development and High-Level Global Expansion of Hangzhou's Cultural 'New Three Categories'". Wang Wenxu, Chairman of the Municipal CPPCC, delivered a speech. Huang Haifeng attended the meeting to present relevant updates and solicit opinions. The meeting was presided over by Li Zhilong.

Prior to the meeting, the Municipal CPPCC organized relevant democratic parties, CPPCC members, enterprise representatives, and district and county (city) CPPCC bodies to establish a research group. Based on in-depth investigations, the group completed one main research report and 12 sub-reports.

During the meeting, the Director of the Cultural and Historical Studies Committee of the Municipal CPPCC delivered a keynote speech on behalf of the research group, followed by exchange remarks from 10 CPPCC members and enterprise representatives. A total of 255 CPPCC members participated in online political deliberation, putting forward 227 suggestions. Relevant municipal departments were present to listen to the opinions.

All participants agreed that Hangzhou's cultural "New Three Categories" have taken a leading position across the province and even the whole country, but still face urgent problems to be solved. They suggested steadily advancing content innovation leadership, technological empowerment upgrading, full-chain IP development, overseas promotion implementation, and factor ecosystem optimization, striving to build a trinity development system featuring "sustainable content, refined industry, and global circulation", so as to realize the leap from industrial scale to complete industrial system. Participants put forward targeted opinions and suggestions covering various aspects, including deepening industrial collaboration to promote high-quality development of web dramas, fostering the IP source of the "New Three Categories", empowering the "New Three Categories" to go global through gaming, facilitating the transformation from "traffic going global" to "value co-creation", building a new high ground for the globalization of Chinese short dramas, developing industry associations at a high standard, exploring traditional opera elements to enhance AI comic drama creation and international communication, promoting AI-driven virtual-real integration of web dramas, implementing the "New Silk Road Plan" to support micro, small and medium-sized enterprises in the "New Three Categories" to expand overseas, and creating the Hangzhou International Short Drama Festival.

Wang Wenxu expressed her gratitude for all the valuable suggestions. She emphasized the need to thoroughly study and grasp the correct direction, and deeply understand the rich connotations and practical requirements of General Secretary Xi Jinping's important expositions on the cultural "New Three Categories". It is necessary to clarify the working ideas, anchor the development goals, accurately grasp the methods and paths to promote the high-quality development of the cultural "New Three Categories", adhere to the unity of content priority and value leadership, the coordination of technology-driven development and industrialized production, and the overall planning of channel expansion and precise communication, so as to properly answer the questions of "what to create", "how to produce", and "how to go global and reach the target audience". CPPCC organizations at all levels and all CPPCC members should base on their duties, give full play to their advantages, continue to follow up to promote the transformation of research outcomes, conduct in-depth investigations focusing on cutting-edge trends, and widely gather consensus and strength, so as to better demonstrate their responsibilities in boosting the high-quality development and high-level global expansion of Hangzhou's cultural "New Three Categories".
