Interpretation of the Policies and Measures for the Special Action on Cross-border Trade Facilitation in 2026 (I)

In 2026, a special campaign for cross-border trade facilitation was launched, introducing 29 measures to optimize the business environment.

To implement the spirit of the Two Sessions and continuously create a world-class business environment that is market-oriented, law-based, and internationalized, the General Administration of Customs, together with 24 departments (units), has jointly deployed a special action on cross-border trade facilitation in 2026 in 45 cities. Focusing on key tasks such as optimizing and upgrading goods trade, vigorously developing service trade, and innovatively developing digital and green trade, a new round of facilitation policies and measures to boost the quality and efficiency of foreign trade have been proposed. These mainly include 29 measures in the following five aspects:

  I. In terms of deepening the innovation of customs clearance and supervision models. Optimize the export supervision of key commodities such as the "new three" and intermediate products, and implement precise support with "one policy for one place, one policy for one enterprise, and one policy for one product". Improve the support for technical trade measures, continuously carry out activities such as the "Technical Trade Escort, Helping Enterprises Go Global" lecture tours, and strengthen the customs protection of intellectual property rights. Implement differentiated supervision of imported and exported agricultural and food products to help first-launch products and high-quality fruits enter the market faster. Promote the integrated supervision of ports and their local areas, strengthen cross-regional linkage and coordination, and support imported goods such as mechanical and electrical equipment, high-tech products, and bulk resource commodities to enjoy customs clearance facilitation. Optimize the handling of pharmaceutical import documents and customs clearance procedures, and enable the self-service printing of the "Certificate of Customs Clearance for Imported Drugs" through the International Trade "Single Window". Support the development of characteristic businesses in the Hainan Free Trade Port, and better promote the construction of the Global Introduction and Transit Base for Animal and Plant Germplasm Resources and the Southern Breeding Silicon Valley. Increase the allocation of regulatory resources, improve the laboratory testing and identification capabilities, and enhance the level of trade compliance management.

  II. In terms of optimizing the supervision and services for new foreign trade formats. Continuously optimize the development ecosystem of cross-border e-commerce, and carry out a pilot project for the export of cosmetics through the bonded cross-border e-commerce model. Optimize the comprehensive supervision and services for overseas warehouses, support enterprises to apply for facilitation measures such as transit and return, and guide enterprises to make good use of the relevant policies of "tax refund upon departure" for cross-border e-commerce goods exported to overseas warehouses. Improve the export capacity of small parcels in market procurement and cross-border e-commerce, expand the pilot scope of "inspection first, then shipment" for export consolidation, and facilitate enterprises to carry out more flexible and efficient consolidated exports. Build a supply chain center relying on comprehensive bonded areas, and support eligible regions to accelerate the development of international distribution business. Further support eligible exhibition organizers to provide unified guarantees, optimize the entry and exit procedures for exhibits, and improve the service level of international exhibitions.

  III. In terms of improving the efficiency of cross-border logistics and transportation. Promote the efficient operation of multimodal transport, strengthen the cross-departmental regulatory coordination of the "single document system" and "single container system", and promote the pilot application of multimodal transport supervision models such as rail-road intermodal transport, rail-water intermodal transport, and water-to-water transfer, so as to achieve "one document to the end" for multimodal transport customs supervision. Expand the coverage of international through flights, achieve "one check-in, one security check, and direct baggage transfer" through the international through flight model, promote the interconnection of international flight transfer information, and enable passengers to "travel with one ticket and have their baggage directly delivered". Optimize the cross-border shipping services, support enterprises to carry out international transit consolidation business, and allow the re-export of disassembled and consolidated containers of overseas and domestic goods. Improve the development level of cross-border trains and international road transportation, promote the "integration of transportation and trade" development, and support the development of "TIR + cross-border e-commerce" and "TIR + bonded goods" transportation services. Promote the digitalization of logistics documents and expand the application scenarios of electronic signatures.

  IV. In terms of strengthening the construction and interconnection of digital and intelligent ports. Actively support local governments to implement their main responsibilities for territorial management, accelerate the improvement of port infrastructure construction, support the renovation and upgrading of port inspection facilities and equipment, and promote the expansion of capacity and improvement of quality at key ports. Expand the application scenarios of "artificial intelligence +", increase efforts to promote the implementation of new application scenarios such as intelligent loading and unloading, intelligent inspection, and intelligent laboratories. Pilot the construction of green and low-carbon ports, encourage the application of advanced technologies such as energy conservation, emission reduction, and green and low-carbon in the port field, and support the development of green energy bunkering services such as bonded methanol and ammonia for international voyaging ships. Improve the enterprise service functions of the International Trade "Single Window", strengthen the construction of the one-stop intelligent service capabilities of the "Single Window", and provide more precise and convenient services for users around new business formats such as service trade, digital trade, and green trade. Deeply promote the "Smart Customs" partnership program, strengthen foreign cooperation and exchanges, expand the interconnection of the "Single Window", promote cross-border cooperation and mutual recognition in the port field, and further empower enterprises to reduce costs and increase efficiency.

  V. In terms of strengthening comprehensive service support for enterprises. Increase the intensity of credit cultivation services, and support more eligible enterprises to obtain the "Authorized Economic Operator" (AEO) qualification. Promote carbon footprint accounting and support enterprises to develop green trade. Explore the differentiated management of service trade enterprises and data based on enterprise credit classification management. Optimize the export credit insurance services of the International Trade "Single Window" and enrich the supply of service products such as credit insurance loans. Continuously improve the facilitation level of cross-border trade RMB settlement.
