The Ministry of Commerce and the Export-Import Bank of China jointly issued a document to strengthen export-import credit support and serve the high-quality development of commerce during the 15th Five-Year Plan period.

To implement the decisions and arrangements of the CPC Central Committee and the State Council, recently, the Ministry of Commerce and the Export-Import Bank of China (hereinafter referred to as the Exim Bank) jointly issued the "Notice on Strengthening Import and Export Credit Support to Serve a Good Start of High-quality Business Development in the 15th Five-Year Plan" (hereinafter referred to as the "Notice"). The notice guides local commercial authorities and branches of the Exim Bank to strengthen cooperation and linkage, increase import and export credit support, accelerate the promotion of high-quality business development, and serve a good start of the 15th Five-Year Plan.

The "Notice" closely follows the key tasks of business work in 2026, further gives play to the role of policy financial institutions, and proposes three specific measures. Firstly, promote the innovative development of trade. Focusing on exploring diversified markets, cultivating new drivers of foreign trade, and promoting the balanced development of imports and exports, make full use of import and export credit tools, enrich and improve product services suitable for new business forms and models, and ensure full-chain import services. Secondly, expand the space for two-way investment cooperation. Detailed measures are proposed from three aspects: attracting and utilizing foreign investment to a greater extent, promoting international cooperation in industrial and supply chains, and supporting the construction of high-level open platforms. The Exim Bank is supported to deeply integrate into and serve the expansion of high-level opening up and provide comprehensive financial services. Thirdly, promote the high-quality development of the Belt and Road Initiative. Support the Exim Bank to focus on key areas of multilateral and bilateral economic and trade cooperation under the Belt and Road Initiative, comprehensively provide financial services for major landmark projects and "small but beautiful" livelihood projects, promote the cross-border use of RMB, and strengthen the guarantee of investment and financing services.

The "Notice" emphasizes that local commercial authorities and branches of the Exim Bank should strengthen policy coordination, work connection, and information sharing. On the premise of complying with WTO rules, explore and strengthen the synergy between fiscal and financial policies and business, focus on foreign trade and economic entities, import and export links, and international cooperation in industrial and supply chains, and provide more accurate, efficient, and effective financial services.

Next, the Ministry of Commerce will work with the Exim Bank to strengthen supervision and guidance, promote the implementation of the measures in the "Notice", and effectively translate them into practical actions to help enterprises overcome difficulties, making positive contributions to a good start of the 15th Five-Year Plan.
