Notice of the Ministry of Commerce on Releasing the List of the Second Batch of National Processing Trade Industrial Parks

Commerce authorities of provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps:

　　To implement the "Opinions of the General Office of the State Council on Promoting the Stability of the Scale and Optimization of the Structure of Foreign Trade" (Guobanfa [2023] No. 10), continuously guide the gradient transfer of processing trade, and promote coordinated regional development, the Ministry of Commerce organized and carried out the cultivation and recognition work of the second batch of national processing trade industrial parks (hereinafter referred to as industrial parks). After local applications and expert reviews, the list of the second batch of industrial parks has been determined (see the attachment) and is hereby announced. Please do the following work:

　　I. Consolidate the industrial foundation and improve the scale and level of processing trade

　　Rely on the local processing trade industrial foundation, focus on the advantageous and characteristic industries of the industrial park, cultivate leading and backbone enterprises, and attract upstream and downstream supporting enterprises to achieve integrated cluster development. Give full play to the leading and driving role of the industrial park to improve the overall scale and level of local processing trade.

　　II. Strengthen cooperation and co - construction to promote the coordinated development of processing trade

　　Pay attention to the cooperation and co - construction of industrial parks with the eastern regions, further innovate cooperation mechanisms such as industrial cooperation and benefit sharing, promote the flow and sharing of elements such as talents, funds, technologies, and information, and support the gradient transfer of processing trade within the country. Explore new models of international industrial park cooperation and co - construction, strengthen cross - border industrial chain and supply chain docking and cooperation, and promote the coordinated and linked development of processing trade regions.

　　III. Improve public services and optimize the business environment for processing trade

　　Strengthen the construction of the industrial park's infrastructure and supporting facilities, build public service platforms, and improve the level of public services in project docking, R & D and testing, standard certification, intellectual property protection, labor security, vocational training, etc., to create a good business environment for the development of processing trade.

　　Provincial commerce authorities should strengthen policy coordination and cooperation, solidly promote the cultivation and construction of industrial parks, ensure that the industrial parks develop unique features and achieve results, timely summarize and promote good experiences and practices, and provide strong support for promoting the sustainable and healthy development of processing trade, improving the quality and efficiency of foreign trade, and accelerating the construction of a trading power.
