Putin: Russia will independently develop artificial intelligence and build data centers and nuclear power plants to enhance computing power.

Russian President Vladimir Putin said on the 19th when attending the "AI World Tour 2025" international conference in Moscow that artificial intelligence systems are related to national sovereignty and technological sovereignty, and Russia should master a full set of independent technologies and products in the field of generative artificial intelligence. According to a message released by the official website of the Russian president on the 19th, when speaking at the conference, Putin said that in order to strengthen the country's generative artificial intelligence technology and train language models, Russia must ensure the stability and independence of its digital infrastructure construction to safeguard data sovereignty. To this end, Putin suggested that relevant Russian departments and enterprises jointly implement a "development plan for data processing centers" on artificial intelligence topics to ensure that Russian startups, research institutions, and technology companies can easily access such data processing centers. Putin pointed out that in the next nearly 20 years, Russia plans to build 38 new nuclear power units in the Urals, Siberia, and the Far East. The total installed capacity of these units will be equivalent to that of all currently operating nuclear power units in Russia. Such an increase in nuclear power capacity will help continuously improve Russia's artificial intelligence computing power. In terms of artificial intelligence applications, Putin emphasized that it is crucial to have independently developed technologies and ensure the wide practical application of relevant technologies. It is necessary to implement the application of cutting - edge artificial intelligence technologies in fields such as industry, transportation, healthcare, and public administration. To address relevant issues, Putin asked the Russian presidential office and the government to consider establishing a leading department to manage all artificial intelligence affairs in Russia. Putin said that Russia will actively carry out international cooperation in the field of artificial intelligence, relying on both bilateral agreements and promoting cooperation through the Eurasian Economic Union, the BRICS cooperation mechanism, and the Shanghai Cooperation Organization. Russia suggests that relevant countries strengthen coordinated legislative work on artificial intelligence applications and learn from the successful practical experience of the BRICS countries in this field. The "AI World Tour 2025" international conference, hosted by Russia's Sberbank, was held in Moscow from November 19th to 21st. The conference focused on the application of artificial intelligence technologies in fields such as science and technology, business, and society.
