The export VAT rebate rate for new energy vehicles will be reduced to 9%, the "three new key products" of foreign trade enter the stage of systematic competition

On October 12, as the Ministry of Finance and the State Taxation Administration issued an announcement, the phase-out of export tax rebate dividends for China's new energy vehicles officially entered the countdown. According to the announcement, starting from April 1, 2027, the export VAT rebate rate for new energy vehicles will be lowered from 13% to 9%, and the export consumption tax rebate policy for new energy vehicles will remain unchanged. The judgment of the rebate rate is subject to the export date indicated on the export goods declaration form - which means that even if the signing date of the sales contract is locked in this year, vehicles declared for export after April 1 next year will also implement the new standard. Following photovoltaics and lithium batteries, the policies for new energy vehicles are gradually returning to neutral. The industry believes that the phase-out of export tax rebates withdraws policy support and pushes enterprises to improve their own capabilities. The overseas expansion of Chinese automobiles will shift from the overlapping period of policy dividends and cost advantages to the comprehensive competition of products, brands and localized operations; and the "three new key products" of foreign trade will also collectively enter a new stage of "systematic competition".
