The Ministry of Commerce has issued a notice to launch the 2027 application process for export licenses of automobiles and motorcycles.

To the competent commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities with separate planning, and Xinjiang Production and Construction Corps:

To further standardize the order of automobile and motorcycle exports, in accordance with the Notice of the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the General Administration of Quality Supervision, Inspection and Quarantine, and the Certification and Accreditation Administration of the People's Republic of China on Further Standardizing the Export Order of Automobile and Motorcycle Products (Shang Chan Fa [2012] No.318), we hereby notify you of the relevant requirements for the 2027 annual application for automobile and motorcycle export licenses as follows:

I. Application Form and Procedures

(1) The relevant work of 2027 annual application for automobile and motorcycle export licenses will be carried out online this year.

(2) Manufacturing enterprises can log in to the enterprise end of the Unified Business Management Platform of the Ministry of Commerce (http://www.mofcom.gov.cn/fzlm/swbywxttypta/index.html), fill in the application form in the "Application System for Automobile and Motorcycle Export Licenses", upload relevant supporting materials, and submit them to the local competent commerce department for review.

(3) Local competent commerce departments can log in to the management end of the Unified Business Management Platform of the Ministry of Commerce (the same website as above), conduct preliminary review on the application materials of local enterprises, sort out and summarize the application status of enterprises in their respective regions, and submit to the Ministry of Commerce. Local competent commerce departments can export the application status of local enterprises in the system, conduct a second review on the revised materials submitted by enterprises with objections during the public notice period, and submit to the Ministry of Commerce.

(4) Enterprises and local competent commerce departments can download the user operation manual on the system login page.

II. Relevant Requirements

(1) The 2027 online application system will be opened on September 30, 2026. All local competent commerce departments are requested to organize and guide enterprises in their regions to complete the online application work, and fill in relevant information truthfully and accurately. If any dishonest act such as providing false materials is found in an enterprise, it will be notified, warned, suspended or disqualified from engaging in automobile or motorcycle export according to relevant regulations and circumstances.

(2) Upload the supporting materials of after-sales maintenance service outlets in the corresponding position of the attachment, including:

1. Proof of outlet cooperation. Submit the entrustment agency contract or cooperation agreement for overseas after-sales service outlets; if the outlets are self-built, submit a statement affixed with the official seal of the applying enterprise.

2. Qualification of outlets. Submit supporting materials such as business license or maintenance business permit issued by the country where the outlet is located; if there is no relevant requirement in the host country, submit a statement affixed with the official seal of the applying enterprise.

3. Description of maintenance service capability. Submit a description of the maintenance service capability of the whole vehicle and key components of the outlet, affixed with the official seal of the applying enterprise. Submit proofs such as internal and external photos of the outlet, maintenance equipment account, qualification certificates of maintenance personnel (or internal enterprise training records), and spare parts logistics records.

Enterprises shall provide supporting materials of no less than the specified number of service outlets in accordance with the classified management standards authorized by manufacturing enterprises. For example, Class I automobile manufacturing enterprises shall provide information of at least 50 outlets in accordance with the above requirements.

(3) Refitted vehicle manufacturing enterprises shall select "Refitted Vehicle Manufacturing Enterprise" in the "Enterprise Type" column of the application system, and upload the following materials in the "Attachment" column:

1. Export performance of the previous year and relevant proofs, including introduction of enterprise production capacity, production records of exported vehicles, chassis product procurement agreements and invoices, special equipment procurement agreements and invoices, export customs declarations, etc.

2. Description of the vehicle models to be exported, including detailed description of refitting contents (with photos); the status of the enterprise and its products being included in the *Announcement of Road Motor Vehicle Manufacturing Enterprises and Products* issued by the Ministry of Industry and Information Technology, and the status of obtaining valid China Compulsory Certification (for each vehicle model filled in the "Applied Vehicle Model" column, at least one product announcement parameter page and mandatory product certification information shall be provided respectively); proof of the brand of the vehicles to be exported, etc.

3. *Confirmation Letter of Shared After-sales Maintenance Service*. For enterprises applying for export qualification of "passenger vehicles" with simply refitted categories such as "utility vehicles", "patrol vehicles" and "driving training vehicles", they shall submit the *Confirmation Letter of Shared After-sales Maintenance Service* issued by the vehicle manufacturing enterprise before refitting (i.e. the complete vehicle manufacturing enterprise), affixed with the official seal of the vehicle manufacturing enterprise before refitting, which promises to provide maintenance technology and spare parts support for exported vehicles, and assist in solving overseas quality and after-sales service problems, etc.

(4) Submit the Letter of Commitment for Overseas Compliance Operation. It is committed to referring to the relevant contents of the *Guidelines for Overseas Competition Behavior and Compliance Construction in the Automobile Industry*, doing a good job in price compliance management in accordance with laws and regulations, not disrupting the market order for improper competitive advantages; when applying for export licenses, fill in relevant information such as vehicle prices in a standard manner.

(5) All local competent commerce departments shall complete the preliminary review of the export license application materials of automobile and motorcycle enterprises and submit them to the Ministry of Commerce online before October 28, 2026, and submit the paper materials to the Administrative Service Hall of the Ministry of Commerce (please mark the words "Application Materials for Automobile and Motorcycle Export Licenses" on the postal note).

(6) The paper materials submitted by local competent commerce departments to the Ministry of Commerce include:

1. The overall situation of application for export licenses by automobile and motorcycle enterprises in the region;

2. Summary Form of Enterprise Applications (template see attachment). For refitted vehicle manufacturing enterprises, the export brand shall be filled in in a standard manner;

3. If the competent commerce departments of relevant provinces and autonomous regions in border areas recommend border trade enterprises, they shall provide relevant materials of the enterprises (not applying through the system) and the export operation status of the recommended border trade enterprises in the previous year.

(7) For enterprises that fail to apply for the annual export qualification within the time limit, or fail to modify or supplement the application materials as required during the public notice period, their export license applications will no longer be accepted.
