"China Services" are accelerating their expansion overseas.
The global download and call volumes of Chinese large models are continuously increasing. The Hainan Free Trade Port repairs aircraft and automobile engines from around the world. Shanghai's AI (Artificial Intelligence) clinics have been launched in Saudi Arabia... In recent years, the pace of "Chinese services" going global has been accelerating, becoming a bright new calling card in the international market.
The "Opinions on Promoting the Expansion and Quality Improvement of the Service Industry" recently issued by the State Council proposes to cultivate more "Chinese service" brands and significantly enhance the global competitiveness and influence of the service industry. In 2025, China's service trade imports and exports exceeded 8 trillion yuan for the first time, a year-on-year increase of 7.4%. Among them, service exports increased by 14.2% year-on-year, and the trade structure continued to be optimized. In the first quarter of this year, China's service exports reached 704.52 billion yuan, a year-on-year increase of 11.2%.
Download and call volumes are continuously increasing
Chinese large models are favored by overseas users
Liu Qian, an engineer from Singapore, trained a popular Southeast Asian language large model based on the Qianwen open-source large model. American director Charles Curran used Seedance 2.0 (a video generation model launched by ByteDance) to produce a 1-minute and 24-second trailer for a movie, reaching the level of movie-grade special effects.
Chinese large language models have continuously made breakthroughs, and their global competitiveness has been significantly enhanced. They are frequently used by overseas users. Their actual usage feedback has become a key evaluation criterion. According to data released by the global AI model aggregation platform OpenRouter, from May 4th to May 10th, the weekly call volume of Chinese large models reached 79.41 trillion tokens, ranking first in the world. On the open-source community Hugging Face, China has become the country with the largest monthly model download volume on the platform, deeply integrating into the global open-source system.
Why are Chinese large models favored by overseas users? This is the result of the combined effect of multiple advantages. The API (Application Programming Interface) pricing and inference costs of Chinese large models are generally much lower than those of similar products. Brian Chesky, the CEO of Airbnb, said that the company relies heavily on Qianwen because it shows unique value in terms of response speed and actual business integration.
In terms of engineering capabilities and model architecture, Chinese large models are also continuously narrowing the gap with the world's top large models. The latest ranking released by Code Arena, a well-known global list focusing on AI programming capabilities, shows that Alibaba's Qianwen large language model Qwen 3.6—Plus ranks second, surpassing manufacturers such as OpenAI (American OpenAI Research Center) and Google. Wang Huaimin, an academician of the Chinese Academy of Sciences, said that China has entered a good state of being poised to lead from deeply integrating into the international open-source community.
The explosion of AI video creation and the accelerated popularization of intelligent agents have promoted the rapid growth of the usage volume of large models. Experts introduced that in most cases, overseas developers actually use the Chinese large model services deployed on overseas cloud platforms, and the data does not flow back to domestic data centers. Therefore, this is essentially "model going global", that is, the output of technology and capabilities, rather than the cross-border delivery of domestic computing power in the form of tokens in a strict sense. For this reason, experts suggest that we should shift from simple API traffic calls to the in-depth construction of the overseas developer ecosystem. Facing the real scenario needs of overseas artificial intelligence, establish a more complete developer community and technical support system overseas.
Professional services combined with policy advantages
The aviation maintenance in Hainan Free Trade Port has won the favor of more than 50 airlines
In the scheduled maintenance hangar of the one-stop aircraft maintenance industrial base in the Hainan Free Trade Port, an aircraft from South Korea is receiving modification services. "Repairing an aircraft in Hainan is like going to a 4S store. It's worry-free, time-saving, and cost-saving," a customer said.
Aviation maintenance is a high-tech and high-value-added productive service. Relying on the bonded policy of "opening up the first line", the Hainan Free Trade Port has built an "overseas aviation materials supermarket" participated by aircraft manufacturers, and more than 2,200 types and nearly 18,000 consumables are pre-stocked in the bonded warehouse "at the doorstep". "In the past, we had to look for parts all over the world. Now the parts are waiting for us next door," the relevant person in charge said. The waiting period for aviation materials, which used to be two or three months, has now been compressed to within a week. Combined with policies such as exemption from deposit payment and tariff exemption, it can save 10% to 15% of maintenance costs for foreign airlines.
As of now, the industrial base has repaired more than 2,800 aircraft in total, and the cooperating airlines are spread across more than 50 countries around the world. "The Hainan Free Trade Port has great policy incentives, simple customs clearance procedures, fast spare parts supply, and the maintenance team is very professional and international," said Mahmoud Manasser, a maintenance technical representative of the Engineering and Maintenance Department of Royal Jordanian Airlines.
Relying on policy advantages, the maintenance business in the Hainan Free Trade Port has been continuously expanding. Walking into the workshop of CRRC International Vehicle Industry (Hainan) Co., Ltd., the old automobile gearboxes transported from overseas are neatly arranged in a row, and the workers are skillfully disassembling, cleaning, and assembling them.
Zhang Zirui, the market director of the company, introduced that the group captured the huge overseas market demand and put forward the business demand for bonded engine maintenance to the relevant departments. A "two-way pursuit" of government-enterprise cooperation was quickly launched. Multiple departments such as commerce, customs, and environmental protection worked together to conduct full research and demonstration. Finally, bonded engine maintenance was included in 38 exceptional measures in the list of prohibited and restricted import and export goods and items in the Hainan Free Trade Port.
"A mining truck engine weighing more than 20 tons needs to be disassembled into the smallest parts, and the repaired equipment should meet or even exceed the standards of a new machine," said Zhao Jinshe, the person in charge of the engine production line. Relying on the "zero-tariff" policy, the price of some important parts that cannot be supplied in China for the time being is only 50% to 60% of the domestic market price after tax exemption for overseas procurement. With the mature domestic skilled worker system and the superposition of policy advantages, the maintenance cost is half that of European counterparts, and the delivery speed is also much faster. In just a few months since the customs closure was launched, CRRC International Hainan Company has imported more than 1,100 remanufactured core components in total, with an annual maintenance capacity of 12,000 to 20,000 units, and the orders have been extended all the way to Dubai and South America.
In 2025, the export of maintenance and repair services in Hainan increased by 110% year-on-year, and the service exports of the whole province increased by 81% year-on-year. The service network covers 63 countries and regions.
Shanghai's AI clinic is launched in Saudi Arabia
New technologies boost the overseas expansion of medical innovation services
"Hello, I'm Dr. Hua. How are you feeling recently?" On the tablet screen, a digital human in the image of a doctor asks. "I have a bit of a cough," an overseas patient who is experiencing AI consultation replies. The AI doctor asks again: "Besides the cough, do you have any other symptoms, such as a fever?" "No fever and no other symptoms." After hearing the reply, the AI doctor suggests further examinations, including taking the temperature and using the camera to take a picture of the throat.
This AI doctor developed by Shanghai Senyi Intelligence can speak both English and Arabic to communicate with patients. For 30 common diseases in the department of respiratory medicine, such as influenza, pharyngitis, and acute bronchitis, it can complete the work from medical history inquiry, symptom analysis to preliminary reports. Such medical services have been in trial operation in Saudi Arabia since last year, becoming the first AI clinic in the local area.
This AI clinic is equipped with a special "medical digital matrix": the digital stethoscope can convert cardiopulmonary sounds into spectrum data, the intelligent laryngoscope can automatically capture inflammation characteristics, and the AI imaging system can analyze X-ray films in real time, converting traditional physical examination actions into structured data streams. "The AI doctor is responsible for the preliminary diagnosis and treatment, and then human doctors will conduct a review. The reception capacity of doctors is expected to be greatly improved," said the relevant person in charge of Senyi Intelligence.
In response to the medical habits and cultural characteristics of Saudi Arabia, the R & D team of Senyi Intelligence has built a database containing 300,000 localized medical terms. Zhang Shaodian, the chairman of Senyi Intelligence, introduced, "We have set strict rules and clinical paths for the AI doctor to ensure that its diagnosis behavior complies with medical norms and reduce the risk of errors."
In recent years, with the deep integration of technologies such as artificial intelligence and the medical industry, a number of medical innovation services from Shanghai have appeared on the international stage. At the World Health Expo held in Dubai in February this year, six smart medical achievements from Renji Hospital Affiliated to Shanghai Jiao Tong University School of Medicine were exhibited; Zhongshan Hospital Affiliated to Fudan University shared the clinical transformation progress of the cerebrospinal interface technology in the functional reconstruction of paralyzed patients.
"We focus on the needs of enterprises going global, integrate service resources in fields such as finance, law, and human resources, and form an overseas service network covering key regions such as Europe, America, and the Asia-Pacific," said Wang Yue, the general manager of the Comprehensive Service Center for Enterprises Going Global in Pudong New Area where Senyi Intelligence is located. As of now, more than 3,000 enterprises in Pudong New Area have established branches overseas, and the overseas investment has exceeded 100 billion US dollars.
